The above text comes from the NSW Interim Guideline for the Assessment of Noise from Rail Infrastructure Projects. Sadly, such an enlightened viewpoint has not made its way across the border into Victoria. The guidelines are well worth a read. Here's hoping that the Department of Transport in Victoria takes this material as a starting point for improvement in this state.
